HSSE Manager Location Baltimore, MD :

The Quality/HSSE Manager will have a primary function of ensuring that the Account's Quality & Compliance (QC) and Health, Safety & Environmental (HSE) programs are properly developed, implemented, maintained, and continuously improved as per regulations, contractual and procedural requirements. The person must have a strong background, working in similar role(s), in quality, HSSE and regulatory requirements for FDA regulated manufacturing facility for facilities, engineering and maintenance perspective. The role will strive towards regulatory, procedural, and contractual compliance ensuring Audit Readiness status across the account.

This person will collaborate with the account's team to ensure effective participation in, and adherence to the QC and HSE programs driving towards a higher level of service as well as achieving expected key performance metrics, as stipulated in both Client and Third Party Vendor contracts. In this capacity, the Quality/HSSE Manager will also be accountable to provide guidance, identify the resources and equipment necessary to implement applicable management systems and compliance programs related to JLL scope of work at the Client locations. The Quality/HSSE Manager will advise the JLL management team on issues, assist with the evaluation of potential non-conformance, hazardous situations and environmental impacts, participate in investigations, identify Corrective and Preventive Actions (CAPAs) and ensure JLL is compliant with all regulatory and Client requirements.

The Quality/HSSE Manager must also have a strong commitment to safety, quality assurance, and a willingness to help develop and sustain the necessary required cultures across the account. Must be self-motivated, detail oriented, comfortable working in a dynamic team environment with minimal supervision.

Essential Functions:

  • Develop, implement, support, and manage quality programs ensuring that program deliveries meet or exceed expectations.
  • Build successful relationships within account's personnel and other client personnel to promote confidence, forward planning, and best practices.
  • Provide management and leadership for the design, development, implementation and sustainability of the account's quality and compliance programs.
  • Collaborate with account wide team and proactively share and reapply all learnings, successes, and best practices.
  • Provides management/information to JLL third-parties, account staff and service providers as required to ensure that quality assurance expectations and changes to industry regulations are communicated and followed.
  • Responsible for supporting and managing the account's quality programs (i.e., non-conformance investigations, CAPAs, training compliance, vendor qualifications, third-party quality agreements, external audits, self-assessments, document management, GxP change control, etc.) that ensures that the work conducted by the Facilities team, and its subcontractors, perform the work in full accordance with applicable SOP's, industry regulations, current practices, and contractual requirements.
  • Management of the GxP third-party vendors' compliance program (e.g., qualification, agreements, audits, performances, etc.)
  • Development and review of trend analysis reports related to the facility scope of work.
  • Maintain all infrastructure and compliance documentation for the facility for the purpose of maintaining regulatory compliance with Contractual, Procedural, Federal, State or Local law requirements.
  • Seeks to continuously improve quality processes, systems, and overall client satisfaction.
  • Interface with the client's quality personnel to ensure that all the client's requirements are followed, and that the work performed by the team is documented and recorded in the proper fashion.
  • Develops and submit periodic account status reports related to its Quality Programs
  • Supervise, mentor, develop and train peers and direct report team members, when applicable
  • Ensure that JLL's Life Sciences Quality Management System is properly implemented and consistently met, including all ISO 9001:2015 requirements.
  • Actively collaborate with the Life Sciences Quality Council
  • Any other duties and tasks as deemed necessary.
  • Provide leadership and support the development and implementation of HSSE management systems and compliance programs at Client sites.
  • Team with JLL Site Team and the Life Sciences HSSE team to establish HSSE performance goals and review performance against those goals.
  • Ensure the tracking and reporting of HSSE metrics and measure performance against key performance indicators. Establish necessary plans to meet or exceed key performance indicators.
  • Direct the implementation of HSSE Committees suitable to the site's needs.
  • Evaluate hazards with respect to JLL scope on client sites for safety, health, and environmental risks.
  • Implement HSSE qualification program to manage JLL service partners working at Client locations and under the JLL scope of work.
  • Ensure activities related to the management of Hazardous Waste and Dangerous Good shipments are compliant, where applicable.
  • Identify training requirements and coordinate training sessions for HSSE regulatory and Client training requirements.
  • Ensure required records are available according regulatory, client and JLL requirements.
  • Ensure HSSE policies and procedures are developed, updated, implemented, and followed.
  • Assist the JLL Site Team in the accident investigation and communication process including the identification of root causes. Implement training and tools necessary to ensure that reports on HSSE incidents and performance are submitted on a timely basis, and that corrective actions are taken.
  • Assist account personnel on projects related to areas of responsibility.
  • Maintain liaison with client HSSE organization to ensure that HSSE problems are identified, and solutions coordinated.
  • Maintain a collaborative partnership with Client HSSE organization.
  • Drive the implementation of programs and initiatives necessary to foster a strong HSSE culture.
  • Expertise in the management of high risk work is required.

  • Internal: JLL Site Facility Management, JLL Site Team, Chief Engineers, Technicians, JLL Risk Management
  • Client: Client HSSE Team and Facilities Management at the Site
  • External: JLL Service Partners

Qualifications:

  • Bachelor of Science/Engineering degree is desired with a minimum of eight (8) years of experience in combined HSSE and Quality Assurance fields, preferably within the life sciences industry facility operations. Strong related experience in lieu of degree may be acceptable.
  • EIT or PE a plus
  • Knowledge of Quality Assurance techniques such as non-conformance investigations, RCAs, CAPAs, audit programs, vendor qualification, and quality management systems (QMS)
  • Broad knowledge of Environmental, Occupational Health, and Safety regulations
  • Thorough understanding of cGxP's as they relate to the facilities, utilities, equipment, and laboratories supporting manufacturing activities of drug products.
  • Success working with subcontractors/vendors supporting mutual quality and safety objectives.
  • PC skills, proficient in all MSOffice applications, in particular Excel, Word, PowerPoint
  • Oral and written communication skills including the ability communicate to all levels of management and will interface with a diverse customer base including technical and non-technical personnel. Spanish and English a plus.
  • Ability to prepare and analyze technical incidents/reports for the purpose of ensuring compliance with regulations, procedures, and contractual responsibilities.
  • Proven record of excellent internal and external customer service experience
  • Ability to drive and inspect both outdoor and indoor areas to observe compliance with established programs.
  • Must be able to travel up to 20% of the time.
