This position serves as the Management Systems Specialist for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Corrections (IDOC). In this role, you will p rovide high level technical assistance to agency management in the development, analysis, interpretation, evaluation, modification, and installation of comprehensive management information systems such as Offender Tracking System, Client/Server PC Applications, SharePoint sites, Enterprise Applications, and online applications. In addition, you will conduct and/or coordinate complex, in-depth management studies involving extensive technical research and systems analysis of agency administrative functions. Essential Functions

• Subject to management approval, serves as the Management Systems Specialist for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Corrections (IDOC), providing high-level technical assistance to agency management in the development, analysis, interpretation, evaluation, modification, and installation of comprehensive management information systems.
• Interfaces with users to ensure required information is delivered to staff to assist with new projects and establishes and coordinates time frames for all Information Services related projects.
• Implements technological advances in the systems as changes become necessary and beneficial and confers with management regarding recommended changes.
• Coordinates the activities of Applications Development staff engaged in performing a full range of functions including programming, system analysis, design, and development to ensure maintenance and enhancement of systems.
• Serves as full line supervisor.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
  
   

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, information technology, computer science, or a directly related Information Technology field. 
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization. 
• Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization. 
  
   

Preferred Qualifications (In Order of Significance)

• Four (4) years of professional experience managing comprehensive management information systems, including the Offender Tracking System, Enterprise Applications, and SharePoint, while coordinating project timelines, deliverables, and stakeholder communication.
• Four (4) years of professional experience conducting complex management studies and system analysis to assess, recommend, and implement technological advancements in management information systems, ensuring alignment with agency needs, while evaluating cost, staffing, and operational impact. 
• Four (4) years of professional experience collaborating with users and staff to deliver essential information by monitoring, tracking, planning, designing, testing, and deploying new applications, while implementing technological advancements to enhance system efficiency and effectiveness. 
• Four (4) years of professional experience coordinating and overseeing application development teams, managing programming, system analysis, design, and development to support system enhancements and long-term sustainability. 
• One (1) year of professional experience managing and supporting Enterprise Resource Planning (ERP) and Human Capital Management (HCM) systems, including PowerBuilder, Microsoft (MS) Customer Relationship Management (CRM) Dynamics 365, Azure, and Structured Query Language (SQL) to optimize information systems.
• One (1) year of professional experience delivering large-scale presentations and collaborating with training and development teams to implement staff training programs using platforms such as PluralSight, OneNet, and other learning resources. 
• Ability to develop ad hoc reports, system studies, and data-driven insights using SQL and other reporting tools to support executive decision-making and policy development. 
• Ability to gain and maintain effective working relationships with associates, vendors, clients, and others. 
• Developed verbal and written communication skills to present technical information to others with clarity and precision.

• Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of the position held is prohibited. 
• Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
